Dear Mr Talbot
I do not at all doubt the justice of the Clause You have suggested but very much doubt the indication of the House to pass it – I am very fearful that it may not prove quite so Easy to obtain the assent of members even to the one I have already inserted–
I have spoken to Mr [Satter?] and others upon the subject, & they concur with me; but we all feel that the pro-position is considerate and humane.
