I neither forgot nor mislaid your paper but I found it was unnecessary to communicate it actually to Ld John, <1> as I found upon conversing that both he & many members of the cabinet had received suggestions of a precisely similar nature – inclosed the projects of allocations to committees would make a budget –
all has been under consideration tho there is a great disinclination to introduce any essential change
but I must not say more.
